The Digital Euro Journey: From Concept to Reality in European Finance – Tim Hermans – [Season 2 | Episode #1]
In a recent episode of the P.I.T. Exchange, our host Gonzalo Santamaria sat down with Tim Hermans, Executive Director of the National Bank of Belgium, to explore the digital euro’s current status, potential impacts, and future prospects. Tim explained the project’s complexities and share insights into its broader implications for Europe’s financial system.
Preparatory Phase and Stakeholder Engagement
Tim mentioned that the digital euro is currently in its preparatory phase, which began in November 2023 and is expected to conclude by the end of 2025. This phase focuses on finalizing the scheme rulebook to harmonize digital euro payments, selecting service providers to develop the platform, and conducting extensive testing to refine design choices and ensure compatibility with existing payment systems. He highlighted the importance of stakeholder engagement, including discussions with the Euro Retail Payments Board, ECB executive board members, bank CEOs, and legislators. He also noted that the project’s next phase depends on legislative approval from the European Commission and Parliament.
Learning from Global Experiences
They discussed how the ECB is drawing lessons from other jurisdictions, particularly China’s digital currency efforts. Tim emphasized the importance of reusing existing standards to ensure interoperability with other central bank digital currencies and commercial payment systems. He also mentioned that the digital euro primarily addresses domestic payment needs, but cross-border elements, such as access for non-European citizens, are being considered despite challenges posed by varying legislations.
Prioritizing Privacy and Security
Privacy and data security are central to the project. Measures include separating identities from payment data, minimizing the amount of data processed, and ensuring transaction data is managed by intermediaries rather than the ECB. Financial inclusion is also a priority, with plans for user-friendly applications, accessible payment cards, and features for underbanked populations.
Addressing Concerns of Financial Institutions
Tim acknowledged the concerns of financial institutions about potential disintermediation. He explained that the ECB plans to implement holding limits on digital euros and offer real-time transfers directly from commercial bank accounts to mitigate these risks. This approach aims to maintain financial stability while encouraging banks to innovate and explore new revenue streams.
Building a Modern Financial Landscape
Tim emphasized that the digital euro project is a transformative initiative designed to modernize Europe’s financial system. By addressing privacy concerns, promoting inclusion, and collaborating with stakeholders, the ECB is laying the groundwork for a robust and inclusive digital payment system. He noted that ongoing education and open dialogue will be crucial in fostering public understanding and support as the project moves forward.
